It is an account (the literal translation of the word) maintained by the Bruhat Bengaluru Mahanagara Palike (BBMP) or local panchayats to record property tax payments. However, the distinction between an 'A Khata' and a 'B Khata' is the difference between a secure, liquid asset and an illegal, unfinanceable liability.
What is an A Khata?
An 'A Khata' is a highly coveted document signifying that a property is entirely legal, compliant with all building bylaws, taxation norms, and holds necessary approvals from bodies like the BDA (Bangalore Development Authority) or BMRDA.
- Bank Loans: Easily approved by all major nationalized and private banks (SBI, HDFC, ICICI).
- Building Permissions: You can legally obtain building plan approvals and trade licenses.
- Resale Value: Commands a premium market price with high liquidity.
What is a B Khata (The B-Register)?
The 'B Khata' is essentially a ledger created by the BBMP to collect taxes from properties that are either illegal, in violation of building bylaws, or constructed on unauthorized revenue land without proper land conversion (from agricultural to non-agricultural). The BBMP collects tax on these properties to prevent revenue leakage, but collecting tax does not legalize the property.
- Bank Loans: Major nationalized banks will flatly reject loan applications for B Khata properties. You may have to rely on high-interest private housing finance companies.
- Legal Risk: B Khata properties run the constant risk of demolition drives or severe penal action by civic authorities.

To combat widespread fraud, the Karnataka government has aggressively digitized property records through the E-Khata (Electronic Khata) system. An E-Khata is a computerized A-Khata with a unique Property Identification Number (PID). In 2026, possessing an E-Khata is virtually mandatory for transparent property registration, mutation, and obtaining fast-track home loans.
Can a B Khata be converted to an A Khata?
Under specific government schemes like 'Akrama Sakrama' (which faces frequent legal challenges and stays by the Supreme Court), certain minor deviations in B Khata properties can be regularized by paying a hefty penalty.
